Attribute the whole notification search options for a non administrator user

Dear All,

I want to know how to attribute to non workflow administrator user the whole notification search options. I've tried to create a new responsibility that contain only the notification search bar, but unfortunately, this bar have the function to get only the notification owned by the user (see screenshot created_resp.png) ! In my case, the user have to get all the notification he want to see (the TO or OWNER field should be present) (see screenshot target_resp.png).

I've already checked Oracle docs, and I found that these options (Notification TO and Notification OWNER ) are available only for workflow administrator !!
