Errors in the log for Allocations 14.1

After installation of Allocations 14.1, there are a number of errors in the log that are either annoying (repeated lots of times) or actually slowing things down.

Now that ReSA is also available as an ADF application, seems many of the errors being logged are also repeated in that application. 

1)  This one is actually causing errors and also Allocations is really slow to start as it seems to wait on this error until a timeout before actually opening the application

SEVERE: critical error in OHW configuration oracle.help.web.config.parser.ConfigParseException: error finding configuration file at: /alloc-help/helpsets/ohwconfig.xml
