In 3-tier query, I can not prompt on JOBCODE because SETID is not editable.

I am trying to create a query in 3-tier (Peopletools 8.53.24) that prompts on JOBCODE. I create the prompt, set the Edit Type to Prompt Table and choose JOBCODE_TBL. Then I run the query, but when I try to use the prompt lookup, I can't fill in the SetID, so I can never get a list of Job Codes. I know I must be missing something I use prompts all the time without and problems. I checked the Tableset control for my SetID and HR_02 is set correctly from what I see. Anyone else able to create a prompt on JOBCODE?
