Include CSS file in manifest in 8.1.1.11

Hi,

I have tried to include jQuery.jqplot.css file inside files/custom folder in siebel server. I have registered it in Manifest Administration as well. But while loading the page. below error is coming: Failed to load resources JQuery.jqplot.css.js.

Please let me know why the engine considering a css file as a js file.
