Sanity Check Please - Performing 2-Step Upgrade from ELM 9.0 to 9.2 Upgrade Image6, then PI 11.

I applied Required at Upgrade updates from PI 10 prior to upgrading to Image 6. I am now applying Required at Upgrade fixes from PI 11 as instructed in Oracle White Paper - PeopleSoft Two-step Upgrades. The Change Package had 26 updates. I am at the step where I review the Compare Reports and set the action in App Designer. Almost all of the objects show they are the same in both the Source and Target databases with an action of None. That doesn't seem right to me. Can anyone confirm?
