How can I reflag fully loaded store transactions for for download to RDW?

The store was flagged as fully loaded on 21/21 along with 592 other stores.  All other stores' data was loaded to  RDW except this one store.   I tried inserting an RDW record in the SA_EXPORT_LOG table but data was not downloaded.  Is there a flag on the SA_TRAN_HEAD record that needs to be reset for the SAEXPDW app to pull the data?
