What security setting are necessary for Fluid Home?

When I login to our fluid-enabled test database via PIA, I can only see "Fluid Home" from the Main Menu as a super user (PSAPPS). When I login as myself, I cannot see it. I have compared the Roles for the two profiles and the only differences are administrative, i.e. Tree Manager, Global Table Maintenance, PeopleSoft Admin, etc.

What security settings am I missing?
