PeopleSoft Only Upgrade passes

Hi - Wanted to confirm general steps for PT only upgrade.   We are on 8.53 and will go to 8.54 or 8.55.    Our app is HCM 9.2.     Our PS home is classic mode (app & ptools combined).

Have been looking for a doc on the overview of how to get from DMO/DEV to PROD and don't find one.    It seems that there are no iterations of move to prod passes as for an application upgrade.  ?

I understand how to upgrade a copy of PROD PT 8.53 to 8.54,  but then what?

Do users and developers test in that upgraded copy of PROD?    If there are retrofits required,  are they made in that instance and migrated to PROD after we upgrade PROD?
