RIB - Sometime messages does not make second attempt

Message type: Xcostchgmod

Attempt_count = 1

Max_attempts = 5

in_queue = 0

There is no other message on which above 'Message type' is waiting on. Then why this is not making second attempt ? Also, checked all adapters are up and fine.

What should be done to process such messages? Tried restarting adapters as well.
