Setting up RIB in a high-availability environment - is a cluster required?

Hello

I am setting up RIB as active-passive in an HA environment and have gone through the docs as well as the white paper documented at 1292523.1. They all mention using a WebLogic cluster with a managed server on each site and running active passive.

Is there any technical reason as to why the managed servers need to be in a cluster? I cannot see any reason why I could not have an independent domain on each of my 2 sites and fail-over between them, while making sure only one is ever active.
