Job is not sending email to the distribution list

The job, with a process type of COBOL SQL, is not sending emails to the users in the distribution list.  The users would like the log that is created by
COBOL SQL process emailed to them. The job does use a run control with the output handling set to WEB/TXT. Attached is the job's definition, the
distribution list, the parameters and the view-log trace file.  Any suggestions regarding the setup would be appreciated.
