Oracle Workflow notification mailer Configuration error???

Dear Oracle Workflow experts,

I am trying to configure Workflow notification mailer in my Test environment but we found the error messages and the mailer is not configured properly.

Workflow notification mailer status is " stopped with error" and when I check view status option the error are :-

Could not handle the control event -> java.lang.RuntimeException: Connection refused

From where I have to checked the connection, kindly help me to solve the issue.
