ELM 9.2 Upgrade to PI11, CA fails on Comparing ADS MO Project from File

I have upgraded our Copy of Production to the certified upgrade image- ELM 9.2 image 6 (from 9.0). We did a PeopleTools upgrade last year to 8.54.09. The ultimate goal is to get to the last version available which is currently PI11. I updated the PeopleTools to 8.54.16 since PI11 is on that version.

I am now trying to complete the upgrade with the Change Package created from PI11. The step Comparing ADS MO Project From File fails. The log says "User does not have permission to perform Validate or Compare from File" and "Could not load project from file \ELMCOPY2PI11PTM\ELMCOPY2PI11PTM.xml. I have updated a Permission List the user has so it has Full Access to the Copy Compare Permissions (I saw this on MOS). I still get the same errors. I have tried doing the compare manually with App Designer since I am running this on Windows Server 2012 and had to run
