Close Manager - Security role

For 11.1.2.4 Close Manager, all users are belong to a team or multiple teams.  All tasks are assigned to Approver team and Assignee team.

We found the user can submit a task as an Assignee and approve the same task as an Approver.  Is this normal behavior? 

Also, the user can approve a task without claiming the task.  Because the task is assigned to a team, I believe the user has to claim first.  Is this a bug?
