Is the VAT Authority effective date compared with the accounting date or system/current date when performing calculations?  If a new rate is added effective 12/1 what would happen if a transaction is entered in billing on 12/1 with an 11/25 accounting date?  Would bills use the pre-12/1 VAT rate or the rate as of 12/1?
