1099 basis amount not including Tax an Freight

The 1099 basis amounts for our vendors don't include Tax and Freight, yet we do have the flags to Apply Sales Tax and Apply Freight checked in the Wthd Basis Amt Determination on the Withholding Options, for each Withholding Class in the Withholding Entities.  Is there a reason why this isn't working?
