Portal Security Sync

The following document on MOS seems to suggest that we only need to run PSS when security related objects are migrated specifically roles/PLs. But I know that several organizations run this process almost every time they migration anything regardless of whether there was a role/PL in the project. Is this document still current/accurate?

NOTE: The Portal Security Synch process ONLY needs to be run after an upgrade or when migrating security from one database to another. This process does NOT need to be run all the time or be setup as a process to run weekly or monthly. If your database security does not change very often then running this process all the time, is a waste of time.
