dpk setup error on PT8.55

I am trying to do the following install on a Windows server and install just the PIA I type the following.

./psft-dpk-setup.ps1  -domain_type pia

I then get this message

Deploying PeopleTools Components:                           [  OK  ]

Deploying Oracle Database Server:                           [FAILED]

The initialization of PeopleSoft environment failed.

Check the log file R:\PS_Admin\Installs\PeopleTools_855\DPK_INSTALL\setup\psft-dpk-setup.ps1.log for the errors.

After correcting the errors, you can directly run the Puppet apply

command to continue with the initialization process.

Looking at the log I see a message

Archive file must be fully qualified

I do see a reference towards
