HCM UI16, Puppet: Unable to get the ipaddress for hostname...

So in their infinate wisdom Oracle has decided to throw another couple of technologies at us.  The latest I am having a problem with is the configuration tool Puppet:

"Tue Feb 02 22:48:27 +0000 2016 Puppet (err): Unable to get the ipaddress for hostname hcmui16.umb.com, Error: no address for hcmui16.umb.com on node hcmui16.umb.com"

The system is a Windows workstation running VirtualBox.  I used Powershell to unpack and build the Linux OVA, and successfully imported the zip files (talk about convoluted!).  The network is set up as "Host Only Adapter", Promiscuous Mode: Deny.
