Dunning Issue similar to, but not identical to Doc Id 1350762.1

Greetings all. My company's Collections department is seeing two sets of invoices appearing in Dunning for one of its collectors, rather than three as mentioned in this patch.   As I read through this patch, it mentions a patch which was applied which caused this issue.  I checked with our DBA's and this patch was never applied to our system.  Coincidentally, the collector recently went from part time to full time and ended up with a 2nd inactive row on the ar_collectors  table as a result of internal business procedures to change the employee id.  The appearance of the duplicates closely
