HCM Image 16 Windows 64bit. Issues with Task 5-5 Deploying the PeopleTools Client DPK in Update Man

The SetupPTClient.bat script was initially failing on the installation step:

     ERROR : PTCDPK-42001: toolsclientconfig:Visual Studio DLL psvccrt_retail.msi installation failed

So I installed C:\PT8.54.18_Client_MSS\setup\psvccrt\psvccrt_retail_x64.msi myself manually, still failed.  I had to install both 32 and 64 bit (why 32?) to have it proceed.  Then I received the the error
