Iprocurement responsibility to search reqns across All OUs

I am trying to know how to assign the Iprocurement Resp. (this is the responsibility name) to all Operating Units.

This will help the users to search for the requisitions [that are created from multiple operating units] using one single Responsibility.

I saw Iprocurement catalog Admin Responsibility. In that, there is a Content Zones section, under Stores Tab (Iprocurement Catalog Admin--->--Stores Tab-->Content Zones),

In this section, when we create a new content zone, it is giving option under "Assign Content Zone Security". There were restrictions based on OUs and Responsibilities. I wonder if they will play a role in getting the IProcurement Responsibility Access across all OUs.
