Job Data Upload using application engine

I am new to peoplesoft, I have a flat file in CSV format with different rows of data to be uploaded in the job data component. What are the different ways of achieving the upload apart from using file layout and what could be the possibilities where we would not be able to use a file layout??
I heard a term dynamic file layout...Please expedite me on this area so that I would like to use this too if there is a requirement in uploading the data in the JOB Data component.
