URL Query String is dropped when user must first sign in - can this be configured to keep the query

Version:  PT 8.53.10

Question:  Is there a way to configure PeopleTools so that it keeps the URL query string after signing in?  Or is this a bug?  (I could not find anything in the oracle support site)

First, we do not have single signon active.  When a user submits a URL to our PeopleSoft app (example: click on hyperlink in email), they are first shown the Signon page unless they are already signed in.  After the user submits credentials, the URL is changed such that the the original query string is dropped.  As a result, the user does not go directly to the specific search key value that was intended in the original URL. Instead, they go to the search page for the target content reference.
