Pagelet Query using Drilling URL

I have created a pagelet based on a PS Query with Drilling URLs.  In Pagelet Display Options, I have specified data link details for the fields with drilling URLs.  The link type is Content Reference to open the appropriate page.  I have the link parameter set to Specified by Data, using a parameter name of EMPLID and parameter value of EMPLID.  The link behavior is Open in a new window.

This works as expected in the resulting pagelet, but only for the first query row accessed.  Clicking on the link in another row (in this case a student) continues to open the page designated in the content reference for the first EMPLID selected.  It seems to be holding on to that ID.
