Different pick_to_container_id being generated for items from same zone

Hi All,

When we are distributing one stock order having multiple items of same zone and meant for same store, run_distribution batch generating different pick_to_container_ids.

Although, these items are from same zone and meant for same store and hence should be put into same pick_to_container_id. This issue is resulting in wastage of container space.

We have checked for few WMS settings at SCP(ship_alone_ind) and item level( matching item dimensions/cube with that of the container) and found not relevant/reason for this issue.
