ESS: Delivered PL -HCCPEB1000

Delivered "Employee Role" (For ESS) includes delivered PL - HCCPEB1000. This PL provides access to BN_CERTIFICATE PAGE. PL also provides access to HCR_RATEMDL_POPUP page. Is there a reason to include these two pages?

Reason - Because of this access, Employees get to see two additional menu folders (Benefits and Setup HCM) and these folders lead to no pages. They are basically dead end pages.

Any insight would be very helpful (HCM v9.2, Tools 8.54.10, PUM 12)
