Issue with DB connection for HCM 9.2.016 NativeOS PUM install after reboot

We chose the NativeOS DPK install for Image 16 on a Windows 2012 RS server. The install went fine and we had no issues. We have since rebooted this server and now can't seem to connect to our Database - ORA-12514 error.

Has anyone else run into this? Going to do some more digging, then report back. Thanks.
