How has the applying of PUMs changed with PUM 16?

I need an understanding of how the HCM 9.2 PUM process has changed since PUM 15 was released.  I have to try and explain the differences to someone else who will be applying PUM 16.

We are on tools 8.53 with HCM 9.2.  We used to be able to download the entire PUM files and apply it to the Virtual box.  How has this processed changed with PUM 16?
