Share Allocations between Users

Hello,

Is it possible to share an allocation between users?  Make the Run Control Public or Share an Allocation Group?  This is needed for two possible reasons:

1. If a user that runs an allocation is out sick we want to be able to run the most current allocation.

2. In a test environment, copy of production, an admin might want to run the current allocation for testing.
