PeopleSoft General Ledger Closing Rules

Has anyone experienced problems saving closing rules - our customers have 18 levels of effective dates with 182 chartfield values or more  and at this point cannot save a new or update - just wondering if anyone else has experienced this or if most customers only keep a few years of effective dated rules for one Setid, closing rule document is attached of how many eff levels they have saved.  They go back to 1998.
