Future-dated Journal Entries in a Closed Period

We have some FSCM 9.1 users who have been able to submit a journal dated 12/31/2016 even though that period is not yet open.  I have searched Peoplebooks to see what should be done to prevent that from happening but have found nothing there that explains how to prevent it or any set up instructions that determines whether on not future-dated journals are allowed.  Can anyone provide direction to documentation or tips on how to prevent that in our system?  Or is it something that we should be able to do but must be aware of those since I did
