Job Opening Search error HCM 9.2

We are on HCM 9.2,  Tools 8.54.07, PUM 11. Just started getting error in our Production environment. " -> EQG17073: Your security filter is not ready. Please try again later." This comes up in EE Self Service> Careers and also in Recruiting Module.

Only one employee seems to be getting this error. Unfortunately it is the employee who creates Job Postings. Nothing changed in the employees permissions. We ran a full index build on Job Openings and then she could not view Job Openings.

We've been using SES for a year - seems buggy to us but this is first time getting this error.

Anyone see this before?
