8.55 CA can not see RFU package created from HCM PI 16

I'm wondering if anyone has tried to apply RFU packages delivered in HCM PI 16.

We are in the middle of upgrading HCM 9.1 to 9.2. We uses upgrade Image 9 as the source database. We have no problem to define the RFU package in the  PI 16 PIA page and create the package in CA 8.55. But when we try to apply the package to our source database (the upgrade image 9 database), CA 8.55 cannot see the package that is sitting in the download directory.
