PeopleSoft Database Listener is Down

We installed previous PUM images on a VM Linux box.

When we installed the latest HCM image 16, the service psft-db status command returns:
PeopleSoft Database HR92UPG1 is Up
PeopleSoft Database Listener is Down

How can we debug this?

This image is installed on a different VM machine, than the other image we have installed successfully.

Any suggestion/help will be appreciated.
