Statistical Ledgers and Accounts

I need some direction on how to set up a separate statistical ledger and group so that they are not tied to RECORDING ledger that is tied to buget. At this time we do not want the statistical ledger and accounts tied to budget.  Any directions that anyone has would be greately appreciated.  Thanks
