Creating an Upgrade Job from 9.1/8.50.23 to 9.2/8.55 and it does not generate tools upgrade

I'm trying to create my upgrade job using Tools 8.55 and the PUM image, but it is only creating the application job.  Do we have to create the Tools upgrade separately now?  We are upgrading from 8.50.23 and it only gives the option of our Target being on 8.53, 8.54 or 8.55.  That leads me to believe I have to do a separate tools upgrade first.  Has anyone completed the 9.2/8.55 upgrade from a tools version prior to 8.51?
