Shipment and Receiving functionality

Good morning,

    I need some clarification on shipment and receiving functionality in RMS. This client uses RMS 14.1. Below is the scenario, I tried:

  

       To brief, my PO has 2 items associated. Shipped 2 items, but received only 1 item at receiving location. How come the shipment status becomes 'R' for both the items.

       I even checked the system_options setting to see if there are any settings that handles this receiving.  The location type is 'W' and "SHIP_RCV_WH" in system_option table is set to 'Y' which allows RMS to ship and receive.

     Could you please provide some inputs on this functionality?
