SYSDBA connectivity on VBox Update Image DPKs (HCM92U016 and IH91U002)

Good afternoon,
I've been working with the new PeopleSoft images that use DPK, namely the HCM 9.2.016 and IH 9.1.002 Update Image Virtual Box DPKs.
A consistent behavior I've seen across the to images is that I cannot connect to the HCM92U016 or IH91U002 databases as sysdba, and I cannot run backups via RMAN.
I've run through a series of troubleshooting steps in both environments and posted the results below.
sqlplus command results in tns service error
sqlplus / as sysdba results in tns service error
sqlplus SYS@<DBNAME> results in invalid username / password when I use SYS/SYS
When I look at the services psft_listener supports, it looks like the instances are all a container database called CDBPS.
