ELM92 Tools 8.54.07 CREF defined in one portal displays in another portal

We are on  hr92, elm 92, both on PeopleTools 8.54.07.

For ELM we have two portals - one is EMPLOYEE, and one is called LMS_EXTERNAL.  Both are  hosted by the same node, called ELM.

When I login to the EMPLOYEE portal I can see a hyperlink "Return to PeopleSoft HRMS" on the homepage "Quick Links".   When I go to  PeopleTools > Portal > Structure and Content > Portal Objects > Navigation Collections > Quick Links I can see the CREF for this.  On the Content Reference Administation page, this CREF is defined as a Non-PeopleSoft URL and the URL has the portal name of EMPLOYEE in it.
