Financial Sanctions Validation - Cannot convert type Boolean to object type ApiObject. (180,6 04)

I'm running the Financial Sanctions Validation for the first time (in a non-prod environment) in PeopleSoft 9.0 and getting the following error

Cannot convert type Boolean to object type ApiObject. (180,6 04) FS_SDN_SEARCH.SDNSearchEnt erprise.OnExecute  Name:FindSD N  PCPC:13431  Statement:273 Called from:FS_SDN_SEARCH.SDNS earchEnterprise.OnExecute  Nam e:Validate_Rec  Statement:93 Called from:FS_SDN_SEARCH.SDNS

Does anyone know what this error message means and how to resolve?

I have performed the following steps up to this point (steps taken from Oracle Doc ID 1156589.1)

1. Navigate to Setup Financials/Supply Chain > Install > Installation Options, go to the General Options - Overall link and click on Financial Sanctions Options to check that setup options to enable Financial Sanctions validation of PeopleSoft Enterprise Payables and eSettlements vendors.
