Very Slow Performance with createvw.dms on Windows 2012 R2

We are building a demo environment for FSCM 9.2 with tools 8.55 and oracle 12C ( non multitenant). Database is on AIX. Database was built within 3 hrs which is pretty much what I have seen in the past. Now are trying to bring up the tools to 8.55 as it was delivered on 8.54. createvw.dms is running very slow taking almost 4-5 hrs from a windows 2012 R2 box. It runs much faster from a windows 7 workstation, finishing in almost 2 hrs. I had seen similar issue with tools 8.54 last yr when we were ugrading HR. But,
