psappsrv fails - unable to signon to database

Installing demo, FSCM 9.2 / Tools 8.54.  While starting application server, PSAPPSRV fails to connect to the database.  Log contains error:  PSAPPSRV.16843582 (0) [2016-03-02T18:17:54.060](3) File: SQL Access ManagerSQL error. Stmt #: 2  Error Position: 0  Return: 404 - ORA-01017: invalid username/password; logon denied.  Using the same ID connection to database is successful via Application Designer and Data Mover (regular and bootstrap).  Connect ID has been granted access to PSDBOWNER, PSACCESSPRFL, PSOPRDEFN, and PSSTATUS.  Connect ID also successfully makes a connection to the database.  UserID in application server config has APPSRV classid which has the ability to start application server -
