Getting an error related to starting Oracle DB - FSCM and HCM native DPKs

I'm getting an error deploying the DPKs. Tried on OL7 OL6.7.

Same problem on HCM and FSCM dpks. Running in Hyper-V and Virtual Box

Error message in the logs is :

Thu Mar 03 20:49:59 -0500 2016 /Stage[main]/Pt_profile::Pt_oracleserver/Pt_deploy_oracleserver[oracleserver]/ensure (err): change from absent to present failed: Oracle listener starting failed: Execution of 'su oracle2 -c "/PS/db/oracle-server/12.1.0.2/bin/lsnrctl start psft_listener"' returned 127:
