Workflow error

Good Afternoon Guru's

This workflow chartfield approval has been working fine for us but recently we are getting this error for one specific project at step 2 of the approval process

"The approval has been approved by another operator who has similar role.  The system setting does not allow you to submit again.  Please contact your system administrator."

The person has the correct roles and it is routed to the right person. Any ideas are deeply appreciated.
