Cannot Apply Change Package

While I was trying to apply the HCM9_ERD_Package Change Package to my demo database using Change Assistant, I cannot get past the select download directory step. Each time I select the download directory containing the change package (either zipped or unzipped), The "Cannot locate any Change Packages in the download directory" message shows up, no matter where I place the package in.

Specifications: PeopleTools 8.53.16, HRMS and Campus Solutions 9.0 (Revision 6), target system runs Oracle Linux 6 and Oracle DB 11gR2; while the host system (the Windows-based system) runs the same PeopleTools client version as the server version, in addition to Windows 8.1.
