removing stuck old workflow notifications from clone

What set of processes/procedures do you utilize to forcefully remove ancient stuck/failed workflow notifications from DB when batch purge programs fail to eliminate them.

There are tens of thousands WF_NOTIFICATION_OUT "ready" and sitting, from +10 years ago in current cloned env.
