Mailer is up and running but mails are not processing

Hi,

   My Environment

Applications :12.1.3

Database : 11.2.0.3

OS version : OEL 5.8

   My Mailer is up and running but mails are not processing, after restarting the mailer mails are processing normally. In log file I didn't find any error messages.

   can we get any mail alerts at this type of event before raising the concern from end user.
