Error trying to load target database information to Finance PUM Image 17

Finance PUM Image 17 on tools 8.55.01

Target FSCM 9.2 demo ( built from scratch not an upgrade image) on 8.55.03

Change assistant being used is 8.55.03

We are working on upgrading from FSCM 9.1 to FSCM 9.2. We built our FSCM demo environment with tools 8.55 and then applied 8.55.03 patch. Now we are trying to apply required for upgrade patches to our demo environment. When we try to upload target database information to PUM image we are getting this error that "App Engine Program PTIAREFMATVW not defined".  Not sure what this app engine has to do with database info upload. Has anybody encountered this error?
