GL Allocation Group effective date dependancy

We are in Upgade 9.2 with Image 15. We are facing similar issue as identified in the below Bug, but the fix is available only in Image 16. Is it possible to get the individual fix for this issue since we dont have plan to go with Image 6 right now and wanted to have it fixed manually.
